In 2023, E4Impact recognized Circular Labour Migration (CLM) from Africa to Italy as a topic of significant social and economic value, both for Italy and for African countries. At its core lies a fundamental principle: this process must be managed with consideration, transparency, and respect for the dignity of the individuals involved.

This gave rise to the concept of Dignified Labour Migration, which finds practical application within the Circular Labour Migration (CLM) model: a flow of workers who move from Africa to Italy in a regular and planned manner, secure qualified employment, acquire new skills, and later return to their countries of origin, bringing with them experience, expertise, and resources beneficial for local development. Upon their return, these workers have the opportunity to become entrepreneurs themselves, benefiting not only from the skills they have gained but also from the ongoing connection with E4Impact’s entrepreneurial network, which supports their growth within their communities.

Circular Labour Migration (CLM) addresses two interconnected needs:

  • For young Africans

It offers the opportunity to access dignified employment and professional training. African governments view this mobility as a positive opportunity: while developing the local economy remains a priority, but it is not sufficient to guarantee employment for all young people entering the labour market each year. Migration, when dignified and well-organized, becomes not only inevitable but also desirable.

  • For Italy and Italian businesses

The regular and sustainable flow of skilled workers is an essential resource for an economy suffering from a shortage of personnel in key sectors: healthcare, agriculture, tourism and catering, logistics, infrastructure and construction, and digital economy. Thanks to CLM, businesses can count on a skilled and motivated workforce, while the country gains a response to its demographic problem and the stability of its pension system.

STEPS OF THE CLM

A coordinated CLM initiative requires a specific and structured approach:

  1. Pre-departure training: language and cultural courses in the countries of origin to ensure smooth integration into Italian society.
  2. Workplace integration: guidance and support during entry into Italian companies, ensuring compliance with workers’ legal rights.
  3. Monitoring and support: protection mechanisms to ensure decent working conditions and full respect for human rights.
  4. Reintegration upon return: programs that facilitate the return to countries of origin with newly acquired skills, investments, and professional networks.

Circular Labour Migration is more than a flow of people: it is a bridge for mutual development. It enables migrants to grow professionally and contribute to the well-being of their families and home communities; it supports Italian businesses with qualified labour and it offers returning workers the opportunity to launch entrepreneurial ventures in their countries of origin, while remaining connected to the E4Impact network. In this way, it strengthens the economic, social, and cultural ties between Italy and Africa.
